Cities like Montreal have put specific laws in place regarding how and where dogs can be left unattended. These by-laws are not arbitrary; they are carefully crafted to protect public safety and promote responsible pet ownership. For instance, tethering a dog in public can pose a number of risks:
1. Unpredictable Dog Behaviour: Even the calmest and most well-behaved dogs can become unpredictable when left alone. Dogs may feel threatened or anxious in an unfamiliar setting, leading them to react aggressively. If a passerby gets too close, even unintentionally, the dog could bite or lash out.
